Job Description
NOTE: 18 Months Contract

Job Summary:

Reporting to the Director, Programs and Operational Support, the Lead, Privacy and Records provides expertise, project management and operational support to maintain and improve the Privacy, Records Management and Information Access Program. The Lead, Privacy and Records will use project leadership skills to build capacity, structure, processes, best practices and organizational consistency for a sustainable approach to privacy, records management and information access. The Lead, Privacy and Records will respond to all information access requests following policies and procedures and maintain documentation of the organization’s current legal matters.

The Lead, Privacy and Records works collaboratively with all levels of Kinark staff within all domains of operations related to the collection, access, use, disclosure, retention, security and destruction of personal health information, personal information and corporate information. The Lead, Privacy and Records will provide expertise, operational support/ administration and leadership to Clinical Programs and corporate departments as appropriate, on privacy, records management and Release of Information issues including assisting in the investigation of potential breaches of privacy. The Lead, Privacy and Records is responsible for implementing processes and practices to promote adherence with the Personal Health Information Protection Act (PHIPA), the Freedom of Information and Protection of Privacy Act (FIPPA), other statutes and regulations related to privacy, Accreditation Standards and Kinark policies and procedures.

Major Responsibilities:

Key Duties and Responsibilities fall under the following themes:

Privacy and Information Access Enquiries, Requests, Complaints and Breaches;
Statutory, Regulatory, Accreditation Adherence;
Privacy and Information Access Education, Knowledge Translation, Coaching, Mentoring;
Quality Management, Program Reporting, Planning and Evaluation

Qualifications:

A diploma or undergraduate degree in Records and Information Management, Library Science, Archival Studies, Paralegal or a Health Science related discipline is preferred, or a combination of education, training and moderate experience in information management and access and privacy legislation.
International Association of Privacy Professionals and records management certification is an asset
Project Management is an asset.
5 – 10 years considerable position related experience required.
Extensive knowledge of policies and procedures, legislation and IPC decisions related to privacy and access to records and records management.
Demonstrated communication and collaborative problem-solving skills.
Experience working within the social services sector and understanding of the key principles and standards regarding delivery of client services (e.g. principles of client centered care).
Proficiency in relevant information technology including using applications such as MS Office (Word, Excel, PowerPoint, Outlook, Visio) and redacting software such as Adobe
Demonstrated leadership skills.
Demonstrated crisis management skills.
Demonstrated conflict resolution skills.
Satisfactory Criminal Record Check (including a Vulnerable Sector Screening) and Pre-Employment Medical.
Candidates Bilingual in English and French will be given special consideration.

Freedom of Information and Protection of Privacy Act (FIPPA) and the Personal Health Information Protection Act (PHIPA).
Child, Youth and Family Services Act/ Youth Criminal Justice Act.
